Assessments occur at three key lifecycle gates:
- End of alpha - Has the team validated the problem and the approach?

Assessments are mandatory for transactional services developed for central government departments - those where users complete a task such as applying for a licence, paying a fine, claiming a benefit, or registering for something. Non-transactional, informational services are encouraged to follow the same process, though it is not always compulsory.

Panel verdicts are clear and unambiguous:
- Green - Meets the standard. Proceed to the next phase (or continue live).
- Amber - Mostly meets the standard but with important issues. Conditional progression with a follow-up review.

1. Treat the Standard as a design principle, not an audit checklist
The most common mistake teams make is treating GDS assessments as a final-stage compliance exercise. The 14 points should guide decisions from discovery onwards - not be retrofitted in the weeks before your panel date.
2. Build and maintain a living evidence pack
Panels want to see evidence, not assertions. A well-maintained assessment pack - regularly updated with user research outputs, prototype links, accessibility audit results (WCAG 2.2 AA+), performance dashboards, and open code repositories - signals maturity and saves hours of last-minute scrambling.
3. Run a mock assessment 4–6 weeks before the real thing
Many high-performing teams run internal or third-party mock panels well in advance. The benefits are twofold: it surfaces gaps in good time, and it dramatically reduces the stress on the day.
4. Tell your story chronologically
