MPS (Metro Public Service) is a large local government authority responsible for managing over 35,000 staff members across various departments. The organization operates within a complex technical architecture with multiple applications, integrations, and systems supporting critical business processes. As part of its modernization journey, MPS sought to standardize its operations and improve efficiency by transitioning to Oracle Cloud ERP, aiming to consolidate its systems, streamline processes, and reduce operational complexities.

MPS’s ERP system, Oracle E-Business Suite, was extensively customized with over 55 bespoke integrations. This reliance on custom-built interfaces created challenges in system interoperability, scalability, and maintenance.
The core ERP was heavily tailored to meet MPS’s specific needs, deviating from the universal, out-of-the-box solutions offered by Commercial Off-The-Shelf (COTS) systems.
The existing CARM system, used to manage rostering for over 35,000 officers, lacked modern capabilities such as real-time data visibility and automation, causing inefficiencies and increased error rates.
The organization’s technology landscape was a mix of core and non-core applications that were poorly integrated, which further complicated efforts to streamline processes and adopt standardized solutions.
VE3 led the migration from Oracle E-Business Suite to Oracle Cloud ERP, which offers a scalable, flexible, and modern cloud-based solution. This transition simplified maintenance, enhanced interoperability, and aligned MPS with industry standards, ensuring long-term scalability and continuous updates. Key modules included: Oracle Cloud Financials, Oracle Cloud Procurement.
To address the complexities of 55 legacy integrations, VE3 implemented Oracle Integration Cloud (OIC), standardizing APIs and middleware to connect MPS’s legacy systems with Oracle Cloud ERP. This significantly reduced the number of bespoke integrations, simplified system maintenance, and ensured seamless interoperability between systems.
Recognizing the importance of an efficient and automated resource management system, VE3 recommended Oracle Cloud HCM (Human Capital Management) to replace the outdated CARM system.
